Hi found the following on the net hope it helps:

For trial and error, start off with the tuning dial all the way in one direction. This is a crap shoot since you will be guessing. Start the dial cord in one on the tabs in the main tuning dial. Go around one and a half or two turns, whatever it takes to exit the pulley, and go to the tuning shaft. Put three turns on it, continue to one of the idler pulleys, go across the dial, around the other idler, down to the tuning pulley. Tie a slip knot on the other tab and cinch it up untill it is fairly tight. Put the tension spring on the cord where it appears on the opening on the tuning dial. Try it out. See what happens, and ferret out what you need to change to make it work the way it needs to. Put the pointer, if it has one, back on the new cord. Tune in a known station and position the pointer to the appropriate spot. Also, the right amount of tension with the take-up spring in place is critical. If it is too loose it will slip, and too tight it will bind.

Sir Gene. . . . .

Taking into consideration that your unit is built somewhat in this configuration . . .as there are MANY Radio Shackamus Patrolmans . . . additionally, U really shud have given the Rat Shack Eye Dee #.

Here is that forum thread on a Patrolman 6 version in its entirety, for further gleaning of some of its additional info:

Once you get a trial stringing initiated and transverse the mechanics. .errors reveal themselves to further correct for.

.
If no success, in that suggested manner, give us access to close up digital photos of all the stringing infrastructure elements and I'm sure that one of the group can further guide you.
