C Voltages for Canadian Northern Electric 516

I am currently restoring a Canadian Northern ELectric model 516, battery operated. I find the C voltages different from what I have encountered before. For the second AF tube, the grid voltage is -9, while the output tube is -3. If appears to make a provision for lower voltages if using only one C battery and two 45 volt batteries for the B voltage. I was hoping someone could explain the theory behind the C voltages, in particular the output being less negative than a previous section.

It does seem different but bias depends on tube design. Your output tube is 1J6. This tube can be operated Class B with zero grid bias. See the tube manual.

1H4 should be operated with bias depending on plate voltage.
