Warren: Thanks for the info....you are getting close but none of these are the right ones. Model 24 has the following tubes: 25Z5;6D6;REG;43; and 6C6. All tubes are the correct ones since their numbers are printed on each radio socket, including "REG" which is the Regulator but there is no reference number, and this tube is broken. At its plastic base it has "Kadette C-6-C" printed on it, but cannot find any tube with that number. I suspect it is a 165R4. It has 6 double tungstens runing vertical...do not know if 165R4 has the same configuration...Any other help will be greatly appreciated. Thanks

To replace the ballast tube you have a few options. See this link about dropping resistors. You can use a resistor, or an AC diode and less of a resistor. Or an AC capacitor and surge resistor.
There is a Excel spread sheet at the bottom of page. ( Zip File) It does all the math for you with the 3 options listed in the outcome.

Unless you are using a 220 volt bulb 75 watts is too high. A 115 volt @ 40 watt bulb would be about right.
165R4 was made to drop 49 volts @ 300 ma. Measure voltage across your lamp.
You could paint the bulb black or cover it with metal foil?

:Hi: Just replaced 165R4 Ballast tube with a 75Watts household 120volts bulb. Radio is now working excellent after recapping. Bulb heat is lower than the #43 tube...the only problem is the light but now radio serves as a night lamp...lol!!!

The lamp bulb makes a current regulator, just like the ballast, only not the exact part the manufacurer ordered. If it keeps you awake, paint it black (;>)
