73 ohms on find number 8 bakelite block??

I am continuing my work on a Philco Model 20.

I have founf a bakelite block ( schematic f/n 8 ) that has a 250 ohm resistor that measures 73 ohms??, and a shorted 0.05 uF capacitor. One question for the group - I understand the shorted cap after all these years but HOW does a 250 ohm resistor magically become 73 ohms? Yes by the way this unit is disconnected from other circuitry.

Hi Lou

Philco used a small coil of wire instead of actual resistor in some blocks. Maybe insulation came off the wire.
