All AC/DC radios will have hot chassis. Later radios have a chassis isolated from the line with a cap. These chassis can still give a shock if a person is grounded. Try reversing the plug.
If you have an AC radio with hot chassis it may have a cap from chassis to the AC line. Could also be leakage within the power transformer.
If it's through a cap shouldn't be a problem once a radio is in the cabinet. Knobs and cabinet will isolate a person from the chassis.
