Philco mod 53-565 safety cap?

Hello,
Just pulled the chassis from the radio and two peices of a capacitor fell out. In tracing the circuit it is C19. This cap is across the AC input and color code reads 0.47 Mfd. This would be the safety cap? If it is across the AC input is it a Y2 or X2 don't remember.

Remember that "X" means across. The "Y" is from line to ground.

I think .47uf is about 10 times what a safety cap should be.
