Schematic calls for 35 Vdc at pin 8 with no signal input on tube 12SG7, volume up. Testing with a VTVM.
Radio is working now, again after my errors on tube testing.
I am measuring 64 Vdc on pin 8 . B+ is 86Vdc at pin 6.

Pin #8 of 12SG7 is plate. Your reading of 64 volts is reasonable. Differences in meter reading may be caused by loading? A VTVM doesn't load the circuit while 1000 ohm/volt meters act like a resistor to ground, loading the circuit and causing lower readings.
