Philco mod. 53-565, Special services band?

All,
Just picked up this beauty. It does not work today but will in the future. It has a switch on the back that you can set to AM or Special Services Band. The owner said it was 1.7 Mhz to 3.6 Mhz. OK, is this SW for police etc?

Most of that old jpolice,taxi, went to the VHF band righpt after WW II.
