After looking this radio over and checking tubes, I still have no FM signal. I thought that maybe it may be because that the fm antenna was not connected, but I only see the Fm antenna connection is on the back of the radio, and I have a fm antenna connected there now, still only a hum when on FM, but am works fine..
Any ideas?

Also consider bad tubes. I assume you tested them, though. A dead limiter and detector tube could cause this.
Also consider the band switch.
In your case positive voltages on the detector tube would incriminate the descriminator IF. There is a thread on this already, the Pinecrest.
