This is an 11-tube AC-set with push-pull audio. It is not a good first radio to try to restore - in my opinion, it's too complicated for that.
The normal procedure is to first replace the filter caps, bring up the radio on a variac, troubleshoot the radio and get it working, replace all the paper capacitors, and finally refinish the cabinet (if absolutely required). Your proposal to refinish it first is feasible, but not recommended.
Electronic replacement parts, such as tubes, capacitors, and resistors are readily available.
The danger with just plugging it in to see if it works is: if the filter caps are shorted, the power transformer could get burned out.
Radio-phonos with record cutters were a fad for a while, even though not all that practical. Repairing that part of the set would be an interesting challenge, but not for the feint of heart.

:I have a Silvertone Model 5571A, serial # 791935 and I am thinking of refinishing it. Can you provide any information / pictures / recommendations? I have not tried to plug it in so I’m not sure if it works at all. Are parts available? It has a switch for making records, are blanks available? Any information would be appreciated
