It will depend a lot on what kind of paint that splattered on it, but I have been successful using DuPont 7 Rubbing Compound (Automotive) followed by Turtle Wax Polishing Compound & Scratch Remover. (also Automotive) If that doesn't work, I then use Wright's All Purpose Brass Polish. Go over the entire Bakelite case with the Wright's, it really cleans and makes it shine.
