The 'ring' clip used to secure the Antenna in the 'down' position
on my H500 TO is in the 'top' ring groove on the antenna body, so
the antenna clip engages it with about an inch of the antenna
still sticking out of the case. There is another groove in the
antenna body about 3/4' down that looks like IT should be where
the 'ring' should be located...is this true? Can I/should I re-
locate it? Thanks.

The retaining clip should be approximately 1" from the top of the largest antenna section. If your ring is near the top of the section, it probably is a result of someone yanking on the antenna without rotating the cap and allowing it to "pop" up. Lucky it didn't break the retaining clip. I would say move the ring back down.
