60 volts does seem a little bit high, but that can be by any number of factors. I would just double check the condition of the capacitors. If an external antenna is used, put a small cap in series with the antenna to avaid some problems if there is a defect in the radio, or one develops in the future.
Your radio has a "floating B supply". so finding a voltage from chassis to an actual earth ground is not uncommon. It is also isolated from the main power line as long as there are no defects in the radio's transformer, or power switch.
Just remember to use only one hand when servicing the radio when it is plugged in.
: The chassis on my Philco 37-10 floats at about 60 VAC. Should it be grounded to earth ground? Should the antenna ground also be grounded to earth ground? Also on this radio, the band select switch does not seem to have a label. Did this model originally have labels for volume, on/off - bass, and magnetic tuning in/out, but none for band select?
Some radios do have capacitors from each side of the line to chassis. This would make 60 volts reasonable but at very low current.. When operating the radio knobs are insulated.
