Capacitor Voltage Question

I am working on a RCA 56X2. Capacitors C-7 and C-11 are .02 mfd @ 700 volts.

The RCA 66x11 has a practically identical chassis, but the schematic shows C-7 and C-11 (also .02 mfd) are rated at 400 volts.

Why is the voltage value so high for these two caps?

Would it be safe to use standard 630 volt caps for C-7 and C-11 in the 56X2?

C7 looks like an audio coupler. I doubt 700 volt rating is required there. C11 might be higher because of audio spikes but I think yellow film 630 volt replacements would be fine.
