:Usually the chemicals in the plastic change with time changing the color. If it tobacco smoke residue ...I would not touch it ..depending on age...any attempt to clean it with water or soapy water will discolor it and possibly remove markings. Allot of the old plastic dial scales were made using phenol a "plastic" that will change if rubbed or cleaned with soap or warm water...The shiny-ness of the plastic will dull. What I usually do is just clean the back where no markings are to allow dial lamp light to pass through more clearly

It will get the worst of the grime off and will polish out the scratches, giving you a much better plastic lens to see through.
Just an idea for your consideration.

Then if needed I follow with a good scrubbing with Brasso on both sides.
If all else fails I make a new one.
