Hi Vinny,
I suspect that the capacitor that is wrapped is the one going to the center tap of the volume control, and that the wrap is a ground wire. If so this is being done to protect the audio from hum that may be in teh power supply section. Wrap the new capacitor like the old one, else you will have a low level hum in the audio.

I have not seen that yet in radios and I was wondering if it has some significance?. Do I treat it the same way as a normal re-cap and eliminate the long wire, or do I recap it the same way as it was wrapping the wire?

Now, that you have been fully filled in on the intricacies of that specially constructed series resonant IF trap by Le Radio Docteur’s referencing.
If it was my situation, I would leave that item intact, as its manner of utilization in the set leaves it power dormant, and I would estimate its chances of still being a working and a viable unit at about the same odds as Ivory Soap. . .99 86/100ths % good.
More noteworthy caps to be more fully considered for DC leakage onset would definitely be C17, C20, C18, C11, and C12.
Then, there is the matter of the C13 cap, that is tied directly across the AC line, you might consider using a safety rated capacitor at that point.
