I want it to hone in on the signal solid and not have to worry about going off frequency when the set gets bumped a little.

I'll make some guesses. Does tuner plates short? Sometimes a strand of steel wool can do this. Does tuner have good ground contact? Some tuners have a ground wire from rotor to frame.

I don't know how to check if the oscillator stops. I am reading about -7.5vdc on the avc line and it immediately drops to about -1.5 (or should I say climbs). Then as I continue in the same direction I can experience it again 2 more times before bottoming out the trimmer.
I've pretty much decided to live with it for now. I have it mounted back in the console with the phonograph and I am just putting the finishing touches on it. (Decals, mounting bolts, wavemagnet, etc) Thanks again for your input. I have another post going on the one on the bench, a 7S657R Zenith.

It would seem the K trimmer may be shorting as you adjust it. You may be able to measure across the trimmer with a VOM as you adjust it. You may have to disconnect one end of the trimmer to measure if a coil is across it. It is possible too that there is a bad connection in the construction of the trimmer. If it is mounted on a coil, the coil lead(s) at its solder lugs may not be making good contact and need to be resoldered. If the trimmer is mounted on a coil, it is possible moving or bumping the coil may cause the same symptom. In other words there could be something in that area that is loose.
