If it is one of the very first with a programmable keypad, you have to decide what frequencies you want first, then it is a sequence of pressing "enter", select the channel number you want to program and punch in the numbers, press "enter", punch in the frequency, press "enter".
In the event that your scanner is capable of only one style modulation, you will get an "error" when you enter in a frequency that it cannot "handle". More than likely, you will only get "narrow FM", or "wide FM", which you will not likely need to program, as it is usually a function of locating the crystal in the correct socket location when the scanner is capable of more than just "narrow FM".
There are some variations, I have a vintage one that you can program the mode of reception, but most of the time, that is not likely to be something you can select.

You might take emdown to the nearest Radio Shack and see if they happin to have any crystals for the unit there. Don't be too suprised to find out that it will cost more to crystal up the unit than the cost of a new programmable unit.
