Frank,
I also have heard her many times and was told that these are clandestine broadcasts in code to some underground groups.

Some years ago, a report was made that some of the transmissions were DF'ed to be coming from the Alexandria,VA., area as well as Cuba and other locations in this hemisphere.

These are typically Cuban spy codes:
Read my thread on the topic below.

You can buy the book "True Believer" about Ana Montes who worked for the GVT and was a spy for Cuba... she's now doing big time for treason.

These number sequences were her coded instructions.

Here's my previous thread on it:

This was a big reason for me to get into radio in the first place-I really felt like I arrived after I restored my RCA and almost immediately found her on the shortwave. It's always fun to tune to her for friends to speculate on just what she's doing...

the magazine Monitoring Times has had numerous articles on numbers stations on SW. Cuba is not the only country using a format like this.

"Numbers stations" have been around for many years. The message is usually coded with a one-time-pad, which is the most difficult cypher to break. The cypher is written on a pad, used once to encode the message, then delivered to the recipient, then used again to decode the message, then destroyed, which is why it's called a one-time-pad. It is often suspected that these "numbers stations" are delivering instructions to spies or other secret operatives. About a year and a half ago, phone numbers appeared in Craig's List, which when called would play a message of numbers, similar to how "numbers stations" work. For quite a few months, there was quite a buzz about these messages, which begain with "Mein Fraulein".

There is always some uncertainty about the location of these numbers stations - they certainly don't identify themselves. If in Spanish, Cuba comes to mind, but there are other potential sources, including South America or USA.

I suspect that these stations may fill up time with random numbers - so that when they broadcast with a real message, they don't raise suspicion?

:: ::Mexico, maybe? Maybe a way to "work" that border? Although, after reading all the different answers I did a little chasing on the net and most fingers point to Cuba...hmmmm.
