1C1 tube

Hello, this is my first try at this. I have a NOS 4 pin Philco tube with 1C1 on tube. Rab cross reference here and says it same as 1R5. No way sice 1C1 has 4 pins and 1R5 7 pins. any help from anyone

What you have is a ballast (current regulator) tube. Here is some reference:
