Telefunken Gavotte Radio, 55/Export Power FM oscillator problem

Hello All,
This radio only receives from about 102 Mc to 108 Mc. 102 is at 88 on the dial. About halfway through the dial the radio receives 108. After that it's FM hiss all the way to the end of the band (100). I tried adjusting the oscillator but it makes absolutely no difference where it is set. Touching the oscillator adjustment screw with a metal screwdriver makes it change frequency while the screwdriver is touching it. But no adjustment of the control makes any difference at all. I tried replacing the tube but it makes no difference. I have no idea what may be the problem here. Maybe there are some capacitors under the cover of the FM unit I missed in my capacitor replacement. There are 3 long wires as a twisted triple connected to the FM section on the main chassis. One green wire and two white wires. They are connected together by solder and have plastic on the end to keep them from touching anything. Is this supposed to be this way, or do these wires connect to something that someone took out?

This is the radio with the buzz in the sound. AM (BC and SW) work fine.

Oops I forgot to remove power from power transformer, when I copied and pasted the subject. It should read "FM Oscillator problem". Sorry about that.

I've about had it with this set. No matter what the FM band runs from 102 to 108. I think that someone has modified it.
