Precision 920 Tester won't line adjust

I'm somewhat of a newbie to the hobby and I recently purchased a Precison Model 920 Tube and battery tester. After receiving it I replaced the cord and a .1mfd cap. Upon plugging it in the instructions state to lightly depress the "Tube Merit" button and use the line adjust to center the needle to themiddle of the meter. However it just pegs the needle to the top of the scale everytime. Not sure where to begin with this on how to diagnose what might be wrong...and I don't know if anybody else might have any ideas either... if so.. I'd love to hear them.

Check R-3 , make sure it is the correct value and is installed correctly. You should have 130 vac across the primary of the transformer if this resistor is correct and meter is centered.

MAN...we're certainly having a run on toobie-testers......or would that be testii....

Also to be considered...... that some where, in its shady past, someone broke the glyptal seal on 12 meg cal pot
R-2 ......R3's series companion......and ended up leaving it "diddled" down to a lower resistive value.
