I once bought a tube caddy that had the same problem. I used Murphy's Oil Soap to clean the inside of the caddy, although it is not recommended for unfinished surfaces. You should be able to use it on the exterior and interior of a console cabinet, as long as the interior has a finished surface.
After cleaning the cabinet, you may want to leave it outside for several hours. Sunlight and air will help reduce the smell of a musty cabinet. If all else fails, you can try Lysol; it can be used on finished surfaces too.
