Rust spots on Chassis. What can you treat them with?

On my Philco 96 project I have wire brushed and sanded the rust spots that are about a dime or nickel sized spots. They have turned kind of dark in
color and with a bit of a brown rust coloration. Is there anything you should apply over these areas to
keep the rust from returning?

The best I've found is Rustoleum "Rust Stripper" Its almost like gel, and better than Naval Jelly, but neutralize it with water and a blow dry after the job is done.

First I'll rub a little wd-40 on the whole chassis then and dry off.
Then sometimes I lightly rub in or (dry brush) on those rust spots a little Rustoleum's aluminum paint. Not a blob ... just a very thin coating with my bare finger. Seems to mix well with the slight wd-40 residue and dries nicely to blend.
