Just wondering if this is a common problem - a failing cap or tube.

The only thing I can think of to do right now is to put a VTVM or high resistance (11 Meg) Voltmeter across the AVC and watch it for changes. At least you will know if the problem is RF or AF.

Does the same thing happen on strong or weak stations? If it is the same it is an indication of a problem in the audio section.

Your AVC Voltage will differ with signal strength. The stronger the station, the more negative the AVC. If you see the AVC change when the speaker audio does, then you have troubles before the audio section. I don't have a specific model to read the schematic on, but this should hold true for any superhet radio, regardless of who made it.
