Thanks to Norm Leal and Edd for the advice!
Found a short in the shielded wire from the 7B6 pin 3 to the volume switch.
My tuner does not want to move when the tuning shaft is turned, but that's a minor problem. I've got new dial cord in it, maybe it's not tight enough. I'm moving the wheel by hand for now. Maybe it needs some judicious lubrication.
