low voltage in Viking 5B60 1935-36

I measure approx. 5 volts on the first type 34 on this radio, which I assume should be 45 volts (screen voltage). Also feeds the 1C6, any suggestions what could be lowering the voltage?

The screen is probably supplied through a resistor. Is the resistor high in value? Should also be a bypass cap to ground. Is the cap leaky?

As Johnnysan mentioned capacitors should be replaced in your radio.
