To close the eye of a 6E5 you need -8 volts on the AVC line. Has the radio been aligned? Do you have an antenna?
Measure AVC voltage on pin #3 of your 6E5.

One more thing. There should be a 1 meg resistor between pin #2 and #4. If this resistor has gone way up in value you won't have much movement. Sometimes this resistor is built into the eye tube socket.
