Both transformers are probably similar, that is, are probably a 3:1 ratio transformer. It was quite common for one of the windings to be open as very small wire was used to wind them. You may want to check out the transformer where the wires to the circuitry are soldered to the transformer winding. Could be a bad connection. There are places that have 3:1 transformers that will work. Antique Electronic Supply at www.tubesandmore.com is one and I believe www.radiodaze.com is another.

:HI GUYS, I'VE GOT AN OLD MAJESTIC MODEL 100, SAME AS 90 EXCEPT WITH PHONO, MY PROBLEM IS THAT THE COUPLING XFORMER BETWEEN THE # 27 DETECTOR TUBE AND THE TWO #45 PUSH PULL OUTPUTS HAS AN OPEN SECONDARY. I HAVE ACCESS TO THE SAME TRANSFORMER FROM A MODEL # 70 THAT USES A #26 DETECTOR AND TWO # 71'S FOR THE PUSH PULL OUTPUTS...HOW CLOSE TO BEING OK WOULD THE TRANSFORMER FOR THE 26 TO 71'S BE TO THE ONE I NEED FOR THE 27 TO THE 45'S. ANY HELP WOULD BE VERY HELPFUL. THANKS, STEVE
