This ballast resistor was used to hold voltage fairly steady over a ride range of inputs as Carl mentioned.
You can still use a modern wire wound resistor or wind your own. I would first find out why the resistor burned out. Was it from a shorted power transformer? If so might want to use a Model 40 power supply which is interchangeable but doesn't need this resistor. A resistor has to be used with a Model 42 supply as the transformer is made for 80-85 volt input.
The original resistor is wound on a ceramic core. You can remove this ceramic core and wind your own resistor with nichrome wire. I use wire from a wire recorder. If you use this wire wind two strands at a time in parallel. This looks better than adding a wire wound resistor.

::HAVE AN ATWATER KENT 42, WITH A BURNED OUT PRIMARY POWER SUPPLY RESISTOR. ITS A 28 OHM. I CHECKED ALL THESE DIFFIRENT RADIO SITES CANT SEEM TO FIND ONE. I DID FIND A 28.7 OHM 100 WATT RESISTOR IN A SUPPER DUPPER SIZE HEAT SINK FOT $7.00 PLUS SHIPPING. I THINK IT WILL WORK FINE BUT THE SIZE BOTHER ME. ANY RESPONSE IS WELCOME THAK YOU ROBERT W.
