Delco 3206

I have repaired a Delco 3206 Farm Set. The output from the 4 number //ll 48's is poor. Signal at the grids is the same as output from the anode.
Output voltages are correct.Anode currents are correct. Speaker is good and transformers etc are fine.
Any ideas please
