The part is called an idler wheel. You might be able to put an "O" ring over the wheel?

:My Magnavox Micromatic console record player is playing records slowly. It appears that the 'drive wheel' may have once had a rubber edge which is now missing. This causes the plastic wheel to directly contact the spindle without the proper friction. Could anyone help with a replacement part or other solution.
