The Rider's is very poor quality, and I didn't readily find C69 on either the schematic or the parts list. Can you point us to it?
The Rider's schematic doesn't show e-cap polarities, but you can usually figure it out knowing that the most positive voltage in the set is the rectifier cathode.
Having such a cap with + tied to ground isn't all that unusual. If you have an RCA schematic, I would trust it. Also, is there a polarity marking on the original cap?

C69 positive terminal should connect to the chassis. Like Doug says, it's not unusual. The center-tap of the power transformer is the most negative place in the radio. This is done to reverse bias the audio output tubes properly.
