Can anyone tell me the pot Ohm value for a volume/switch pot on a Zenith model #4B313? Also where I can purchase one?

Jim, the value isn't shown on the schematic but 500K or 1 meg control will work. It's used as a divider between signal and ground so exact value isn't critical. You could try cleaning the original control with tuner cleaner.

New volume controls can be purchased from Antique Electronic Supply, tubesandmore.com . The replacenent should be audio taper.
