Is there any way to tell the compacitance of a non working capacitor that only has the marking 100-400-32?

If you have a schematic, you can tell. It is possible to sometimes get a capacitance reading on a capacitance meter even if a condenser is leaky. If it is shorted, you can't. The capacitance reading may or may not be accurate if the condenser is leaky. If you know the brand of the condenser, and have access to a code chart, you can look up the code to see what model that condenser was. For instance, all of the condensers in my Zenith radios of a certain type and era have the same number.

Where is this condenser used? You may be able to "wing" it.

I think you are talking about mica caps, stamped with number e. g., 100. Others marked or stamped one number not 100-400-32 as the marking? As example above the 100 is MMF or PF, the capacitance value. There's no code for these. What you read is the value. 100 pf can be converted to mf. Multiply by .000001 giving you .0001 mf. If a mica is bad I would replace with a mica. There are available.
