I am working on a Philco 38-12 which gets very good reception above 100KC but it is poor below that with a lot of static. Any suggestions?

Try line filters. It is common to have static below 100kc. If you live near high voltage feeder lines, distribution transformers, light dimmers, flourescent lights, and people with big hair, static will be very common.
