For an early Christmas present, I bought myself an L/C meter that measures inductance down to 0.001uH: http://www.aade.com/lcmeter.htm The kit version sells for $100. I'm needing to measure various RF coils for my 21th Century TRF that I want to build.

The meter works very well. It uses a PIC microcontroller. The test frequency varies automatically, depending on the value of the L or C being measured, from 20-750kHz. This frequency is too high to measure power inductors - just RF.

I splurged and bought one myself earlier this year to help me along in my projects. Now it has become indispensable.
