Hi

Maybe someone added a jumper from pin #2 to pin #3. This was sometimes done when a section of filament burned out. Does your radio have a lamp? Does it light?

Yes a 955 could be used that way but there is another problem. Old battery radios vary filament voltage to control volume. If a cathode type tube is used in a radio with this circuit it will be very slow to respond to volume adjustment.
