You are probably talking about AK 40 series radios with a power supply in back? If so capacitors should be changed. The power supply is made in 3 sections. You don't have to remove all the tar to get to connecting wires.
Suggest heating top of the tar with a hair dryer. Remove just enough to get to connecting wires. You can cut wires and splice in new 10 md @ 450 volt replacement caps.

Actually, this is an AK 55, does that matter? There are 4 canisters in the back of the radio, are they all part of the power supply? Do they all have caps that need to be replaced?

Model 55 should be easier. Transformer and capacitors are in different canisters. The ones with transformers will most likely be ok?
Caps in a Model 55 are often good. Use information located here to help determine what is in each can. In a Model 55 I would put replacement parts under the chassis rather than in the cans.
