Is it safe to test filaments of early tubes
with a VOM or VTVOM?

Know this is pretty basic but I do not have
any experence with the older stuff.

Most properly working VOM and VTVOM sets do not generate enough current to damage even the finest of filaments. You will notice an interesting thing, though, if your VOM puts out enough current (not much). With thin .06 ampere filaments (30, 1N5, etc.), the meter will start to heat the filament, but not enough for you to see it. The cold filament will show a lower resistance, and as it warms, the resistance will increase.
