Bring the radio up using a variac or 60 watt lamp in series with the AC line. Although you changed caps this problem is usually caused by defective electrolytic filter caps. Be sure replacement caps have the same or greater voltage rating as originals. Is polarity correct?
Don't let a radio operate with arcing in the rectifier tube. In additional to the tube a power transformer may be damaged. Replacements are expensive.

:I have a Philco radio Model 37-660 that gave a huge amount of static noise out of the speaker until the tubes warmed up and then it played great. The next time I turned it on it sparked in the 5Y4 and now is dead. This is the third 5Y4 and I've changed and have changed the caps in the power supply.

::I removed the old caps. and added two 22mike @450vdc, are they special current or will these do. The set ran about 15 minutes this way just fine.
