Westinghouse H-161 Plate Voltage

I am working on a Westinghouse H-161, according to the schematic I downloaded, voltage measurements are made without the speaker connected. Currently I am reading almost 450V on pin 8 of 5AZ4 (schematic says 320V), on the plates of the 6au6 and 6BA6's I am seeing roughly - .8 volts. It almost seems like I should have the speaker oil in the circuit to get these voltages, even though it says not. This set had no sound. I tested and replaced bad tubes, I have also done a recap. I now get some light static from the speaker.(before it was totally dead). Could there be a typo error with the ryders concerning having the speaker plug out when making voltage measurements?

Hi Nate

Do not operate your H-161 very long without the speaker connected. This removes the load from your power supply, causes voltage to be very high and can exceed filter cap voltage rating.

Connect the speaker and see if touching the center terminal on the volume control causes hum?

I put the speaker in , and touching the center volume tap does cause hum through speaker.
