zenith radio problem

heres my problem, i recently just sold a zenith model 5-D-627 radio on ebay, it was is great working order and looked very nice. it was returned to me because when it arrived the buyer claimed that it was heavilly damaged and was not in working order and sent it back for a refund. it was sent back in the original box and it was undamaged, upon inspection of the radio i saw 3 of the tubes just lying there in the chassis, makes no sense to me since the box was undamaged. this radio was recaped and i also replaced all of the tubes with new old stock replacements and upon inspection the 3 tubes were not the ones that i had replaced them with and when i tested them they were all bad. i then put 3 more new tubes in it thinking this was the problem but when i turned it on it instantly makes a low pitched buzzing sound? can't be the caps because i had just replaced them, the tubes were also not glowing and didn't appear that they were powered up. so my question is where to start to look? it is getting power(around 120vts) to one of the tubes(50L6) but when i put the meter on the other termanals there was less than 2-3 volts and some of them had none, is this normal? so basically i would like to know where i should start to look for the problem and i'm pretty mad about this brcause this radio was in good working order when it was shipped and i beleive the guy just broke it on purpose to get a refund, no i know this because the 3 tubes that were laying in the chassis were not the 3 tubes in the radio that i put in.

Wellll...Mike , we just think that you have been snookered, now you will just have just 9,997 tubes in stock.
Certainly on that 50L6 AF output tubes screen grid you would expect a little less DC voltage than you found on the plate pin. and typically the few volts that you found was on its cathode pin.To make a quick test of the last two AF stages, output xfmr,PS, and speaker, just take a pocket screwdriver with your finger touching the metal blade and touch the 1st grid of the 6SQ7 and the induced 60~ hum pickup should be audible thru the speaker if all of those devices/stages are working.Check for burnt resistors if the tubes might have gone through Russian Roulette
