You should never find a value written as .00 mfd. It needs a digit other than zero in the value. If it is .001 mfd the cap is a very small value. This would be the same as 1000 pf.
Post the model number of your Philco and we can look up the capacitor in question.

I am looking at Riders schematic 4-34. It would be item #9 a Philco double condenser block. Its for a Model 84. It is a scanned schematic that I got off this site and its not a very clear but it sure looks like .00mfd to me.

I am looking at a hard copy of the schematic. That capacitor is .09 mfd. I agree it looks like 00. Use a .1 mfd for replacement. (Notice item #9, it's the same value.)
