L49C is a ballast tube. Effectively a resistor in series with your tube filaments to drop voltage.
The Ballast Tube Handbook mentions L49C was used in Dewald Model 621. That radio schematic doesn't match but some other Dewald might?
Here is information on companies which used the name Universal.

:I have a small wooden table model AM/SW radio. It's marked "Universal" but there are no model numbers. The tube complement is 25Z5, 25L6, 6C6, 6D6 and a L49C. I've never seen an L49C before, it is a metal tube and gets hot when plugged in..set doesn't work and I need a schematic..Can anyone shed any light on this one? Thanks
