My intent is to find replacement or substitute parts for the tube amp's tone and volume controls. The numbers on the pots are difficult to read, so I don't know what I should be seeking.

Hi,
If the tubes in the preamp and tone control amp areas have a triode section or are perhaps a dual triode such as the 12AU7 check and see if there are only three lead connectors on the controls. If you have these combinatoins then 1 meg ohm audoi taper chassis mounted pots will generally work fine.
Another thing to try:
1. Disconnect the wires from the pots/controls.
2. Measure the resistance across the two outside pot connectors.
3. If you get an infinite reading then move one lead to the middle connector and do the following.
A. rotate the control shaft until you get a reading.
B. Rock the shaft back and forth to determine where the break is.
C. Read this value and record it on paper.
D. Move the outside meter lead to the other outside connector.
E. Repeat step A - c.
F. Add the two resistance values. This should get you very close to the value you need.
4. Purchase a chassis mount control of the total sesistance and install it.

NEW NEW NEW NEW
There is no reason why you cant clean a noisie pot either spray it or take it apart and clean it and reform the spring loaded slider.Unless the pot is burned out dont change it. Fix it
