You could be looking at the modulation rather than RF frequency? Be sure you have an RF Signal generator. You might like to post questions at a Test Equipment Forum:

:Hello, I have a signal generator that doesn work and dont have a schematic for it. It looks like it was a kit, but doesnt have a model number to it. The tube is a 12au7. It outputs a 277 hz frequency and doesnt adjust when you turn the freq adjustment. The tuning condenser moves freely and is not shorted. The amplitude is adjustable.
Notice you posted on the other site. Alan Douglas answered and asked if you have a model number or other identification?
