makes noise but won't play

I have a Philco 40-135 radio. I've replaced all of the tubes and now it makes a fast clicking noise. the speed if the clicking/popping noise changes VERY slightly with the volume controle. I have replaced the wires that were in really bad shape, and checked the air core cap/tuner. anyone have any ideas?

:Sounds like you have something oscillating. Are the replacement tubes new and test good? Have you checked tube voltages at the pins of the tubes? Could also have some bad capacitors.
