Electrolytic filter capacitors should be replaced before powering up the radio. They dry out over time and can short causing other damage. When you bring the radio up having a 60 watt light bulb in series would be a good idea. If it is shorted the light will be bright, otherwise dim.

Thanks for the great links. All that I lack now is some alignment instructions.
We'll replace all of the electrolytic, paper, and line to ground caps before
power up with a variac and series load.
The console case will be hand rubbed to restore finish and great care will be
exercised in cleaning the dila plate.
