The "magic eye" tubes don't change intensity but rather have a pattern that closes as a station is tuned. To have proper brightness pin #4 on a 6U5/6G5 or 6E5 tube should have 250 volts. If you have this voltage and the tube isn't green it's weak. This is common with eye tubes. Do you see movement in the pattern as you tune?
An electronic tuning problem will be a mechanical contact. Clean contacts.
Check voltages on the 6F6 tubes, pins #3 and #4 should be positive. These tubes drive your speaker.

: Just purchased this up on ebay but I get no sound. I am not a radio person. It's in great shape and my wife just finished restoring the outside and it looks beautiful. Everything seems to work, even the electic tuning...although I need to make it go in the opposite direction. I found the schematics to it on the internet and it addresses that a bit. I guess my first step is to check out the speaker. But even with an antenna attached, the "magic eye" doesn't seem to glow brighter at any point in the tuning search. It does indeed have a slight glow to it, but from what I understand, it should glow more when a station is found. Any help someone could provide would be appreciated. Thanks, Tom
